Cambodia And Climate Change Environmental Sciences Essay

Cambodia And Climate Change Environmental Sciences Essay Our global environment has irregularly changed from year to year. There are many scientific evidences showing that climate change is caused by two factors including natural causes and human activities mainly affecting to the global atmosphere due to the emission of greenhouse gases, such as Carbon dioxide (CO2), Methane (CH4), Nitrous Oxide (NO2), and other industrial gases. The change of climate by human activities has caused negative impacts including global warming, sea level rise, increased natural disaster (cyclone, flood, and drought) and has impacted economic development. Obviously, Climate change is real and happening in Cambodia that it cannot avoid. Cambodia is considered to suffer much due to its high levels of poverty and poor infrastructure to cope with natural disasters and other longer-term effects of climate change. Hench, Cambodia is likely vulnerable to Climate Change and Global Warming and in the mean time the rest of the world is concerning that it comes to be dis cussed and debate. The term climate change is often associated with the term global warming. Climate change can be defined as the significant changes in the climate of the Earth, such as precipitation, temperature or wind, which lasts for long period of time, for decades or longer. Global warming can occur from a number of causes, both man-made and naturally occurring. Global warming is also commonly associated with the warming that occurs as a result of increased emissions of greenhouse gases from human activities. (What is Climate Change and the Difference between Climate Change and Global Warming) Global warming and climate change can impact agriculture and food production around the world due to: the effects of elevated CO2 in the atmosphere, higher temperatures, altered precipitation and transpiration regimes, increased frequency of extreme events, and modified weed, pest, and pathogen pressure. Cambodia is one of the developing countries which tends to give less impacts of climate change than in wealthy industrialized countries. Anyways, Cambodia is likely to suffer from the impacts of climate change and global warming that it need to adapt to those changes, especially in terms of droughts, floods, soil erosion and the loss of biodiversity. This in turn will affect land productivity and people will become poorer. In the mean time, Cambodia is an agricultural country that many hectares of land are growing rice. After rice, we keep the land idle, which means we dont grow year-round. As a matter of fact, rice production can contribute to climate change, through flooded fields and the use of chemical pesticides and nitrogenous fertilizers. Agricultural can also potentially help mitigate climate change through soil carbon sequestration by practicing sustainable agriculture practices. (Workshop, May 27-28,2010) More importantly, man-made have impacted most on climate change and global warming. Population growth has disturbed the balance between our ecosystems on our planet as the atmosphere and seas pollution, destruction of the rain forests, fire burning out of control, alteration of sensitive ecosystems, and destruction of the ozone layer. These activities have created an unprecedented Climate Change and Global Warming. Obviously, in Cambodia there is a big space between the rich and the poor as poverty remain the big problem that many poor people live in the disorder condition. Usually people who live next to the river, lakes or sea, mostly water quality is not good since water is polluted by wastes, rubbishes, poisonous chemical substances from pesticides of farmers and industrial wastes or accidents that lead to the endanger of people health. In addition to Cambodias disorder infrastructure which pollutes the clean air due to the smoke of those machines as well as many old vehicles rem ained in the cities produce too much harm on environment. Moreover, Cambodia had faced many wars that left many explosives on many hectares of land which is not only the greatest danger of humanity, but may also have a long-term cumulative effect on the earth climate. Developing countries like Cambodia have been severely affected by climate change and lack the resource to tackle on its own, Hun Sen said at the opening ceremony Monday at the countrys first National Forum on Climate Change. Even though there is a strict environmental policies adopted by developed and developing countries, in somehow the rule of law and economic development is still weak and Cambodia in some way was affected. For instance, there are reports that tons of toxic waste is deposited in Cambodia by other nations. In November 1998, a large quantity of mercury-laden waste from Taiwan was dumped in Sihanouk Ville, a famous tourist and port area in Cambodia. Due to health concerns, thousands of residents fled from the area, resulting in several accidents along a bumpy, narrow road with at least four dead and 13 injured. Surprisingly, a month later another case was found involving more than 650 tons of film scraps from Taiwan again. In addition, several months prior to this, th e Sihanouk Ville police found waste materials including x-rays, used cassette and videotapes from South Korea. (New York Times). Cambodia is a victim of climate change, and developed countries should shoulder more responsibility in reversing the effects of global warming, said Prime Minister Hun Sen (National  Forum  on  Climate  Change). For this reason the rich was blamed to be more responsible that they have more resources to settle this matter and huge countries should not blame less-developed countries.   Climate Change and Global Warming give direct and indirect impact on the country, community and individual level. On the country level, Cambodia which largely depends on agriculture is vulnerable to agricultural inactivity and losses due to natural disasters. Therefore it will experience slow economic growth due to the global recession and economic crisis which lead to poor and underdeveloped health infrastructure that aggravate health problems and further burden the government. Many livelihoods will be affected by natural disasters. Not only homes and properties, agricultural produce and health, but even community as a whole that result in facing the economic downturn, hence it will lead to more social crime. For instance, by the end of the century, higher sea levels in the Mekong Delta, where nearly half of Vietnams rice is grown, may inundate about half (~1.4 million ha) of the deltas agricultural lands. Compared to developed and other developing states, Least Developed Countries and Small Island Developing States have released relatively small amounts of fossil fuels and thus contribute little harm to climate change and global warming. Yet they seem to be suffered the most. Developing countries in Asia like Cambodia has the least capacity to adapt to Climate Change and Global warming and is therefore in need of whatever external support in order to cope with these issues. Low adaptive capacity has made Cambodia among the most vulnerable region despite it is relatively low suffered from Climate hazard. However, still other areas with high adaptive are vulnerable due to their high population densities and closed location to Climate hazard of sea level rise and floods namely Jakarta and Thailand (John E .Newby/WWF Canon, October 2009). It has been known for some time the Least Developed Countries (LDCs) and Small Island Developing States (SIDS) is the most vulnerable to the effects of climate change due to changing weather patterns, particularly severe floods and droughts that lead to immense poverty, hunger and disease. The rising sea level, along with other climatic changes, threatens the very survival of many SIDS. Approximately 860 million people in LDCs and SIDS will be adversely affected by climate change, many of them becoming environmental refugees. (Hamilton, 2005). Many SIDS rely on one or few economic activities, especially tourism or fisheries, both of which are highly influenced due to natural disasters. Climate change is expected to impact aquatic ecosystems, and alter the distribution and production of fish. Fish migration routes, spawning and feeding grounds, and fishing seasons are all likely to change, and the impacts on fishing communities are uncertain. Rising seas, more severe storms, and saltwater intrusion in the deltas will damage the regions aquaculture industry, which is based on species with limited saline tolerance, such as catfish in the Mekong Delta. Cambodia and Vietnam are among the most vulnerable on recent climate change impacts on fishery in 130 countries that is heavy dependence on fisheries, high exposure to climate risks, and limited coping capacity (Mirza, 2003). Apart from that Asian is the places of interest for tourists, including wildlife areas and parks may be disrupted with less tourism due to Climate Change and it also has significantly impacted on agriculture and decreasing in the supply of water and soil moisture during the dry season, which put the stress on the available of water supplies and increasing the need for irrigation. Rice growing areas may also be affected which gives a bad effect on agricultural trade, economic growth and the development (McLeman, 2005). For instance, farmers who directly depend on agriculture are vulnerable to extreme events which can destroy their entire crop due to floods or droughts that occur unpredictably or at the wrong time of the cropping cycle (Warner et al. 2009). The participations from other NGOs and INGOs are really necessary in order to cope with Climate Change and Global Warming. For instance, UNDPs climate change work in Cambodia focuses on strengthening the capacity of government to respond to climate change, creating opportunities for knowledge sharing and building partnerships, as well as supporting research into the impacts of climate change on the countrys economic and human development. For the fulfillment on Climate Change in Cambodia, UNDP has supported the Ministry of Environment to produce various technical reports since 1999 with funding from the Global Environment Facility (GEF). The work of UNDP has not only helped the country fulfill its obligations under the UN Framework Convention on Climate Change (UNFCCC), but to strengthen governments capacity to respond to climate change, mainly through the Cambodia Climate Change Office (UNDP release ). Climate Change and Global Warming is the hot issue that it is not concern in the region Cambodia itself but as the globe issue; therefore it need to be involved from everyone and other institutions. As a poor country like Cambodia we need some fund in respond to Climate Change and Global Warming for we cannot cope with such a problem alone. According to the project by the Cambodia Climate Change Alliance, Cambodia is supported its capacity to develop and strengthening preparedness for climate change risk; for instance, to communities that are vulnerable to climate change and other natural hazards. To run this project, CCCA grants will be implemented that requires the support from the Government and civil society, as well as with technical support by external development partners. More than 80 per cent of Cambodians rely directly on agriculture for their livelihoods, but global warming is likely to affect rainfall patterns, possibly causing crop failures and food shortages. Moreover, the impact of climate change will be an unprecedented and increasing global threat to life, livelihoods and life-supporting systems. Actually, Cambodias contribution to greenhouse gas emissions is low which ranked number 109 by the World Resources Institute, with emissions of only 0.29 tons of carbon dioxide per head of population each year. Nonetheless, Cambodia is suffered from the effects of global warming due to excessive emissions in other parts of the world. Like other countries in Southeast Asia, Cambodia is expected to experience higher and more intense rainfall. The effects are likely to include more severe water scarcity and more frequent floods, resulting in crop failures and food shortages. A remarkable loss of biodiversity will cause a decline in ecosystem services. C oastal communities and eco-systems are likely to be affected by rises in sea levels as well. Hench, higher temperatures and humidity will create conditions for increased incidence of malaria and dengue fever. In respond the Cambodia Climate Change Alliance (CCCA) was announced at the forum by the EU and UNDP and formally launched in February 2010. Despite Cambodia is likely to be hardest hit by climate change, Cambodia was selected to be a pilot country which was funded in the form of pooled and non-targeted resources on the basis of contractual agreements between each donor and UNDP by development partners (UNDP/Arantxa). In regard to the environmental protection, includes sustainable management and sustainable use of natural resources in responses to Climate Change and Global Warming, both international level and national one are together trying to cope with it. In this spirit, Cambodia has been working hard to fulfill its own obligation as it fully supports the efforts to address climate change based on the key principles of the United Nations Framework of Convention on Climate Change, which require specific needs and special circumstances of developing country parties, especially those that are particularly vulnerable to the adverse effects of climate change. Consequently, Cambodia have acceded the Kyoto Protocol on 04 Jul, 2002 (UNDP, 2004). Moreover Cambodia has completed National Adaptation Program of Action to Climate Change (NAPA) in late 2006 to address the urgent and immediate needs of the country adapt to climate change (Trisurat, 2009). Besides national concern, there are also concern form international actors and outsider states on this problem. In this regard, UNFCCC has created the High-level Advisory Group on Climate Change Financing, chaired by Norways Prime Minister Stoltenberg. Moreover, the US has pledged US$5 million to catalyze efforts to mitigate emissions of Black Carbon, and other countries Norway, Canada, Sweden, Denmark and Finland have joined in this effort and may also pledge contributions (Otero, 2010). According to the concern from some head of states has risen that solutions to the problems of climate change should be reinforced and coordinate in an integrate manner within the framework of sustainable development (8th Asia-Europe Summit Brussels, 2010). At first Cambodia could not fulfill National Adaptation Program of Action to Climate to Climate Change (NAPA) only until in late 2006 that it succeed in the fulfillment to address the urgent and immediate needs of the country adapt to climate change. It is clear that least developed countries like Cambodia and others are the most vulnerable to the impacts of climate change due to their limited adaptive climate change capacities. It is clear that weather related change and complex man-mad disaster are increasing frequency and severely in one nation can affect to various part of the world. Their impact on the environment and on climate cannot be overlook. Therefore, broad commitments to address climate change should be agreed at a regional level to ensure that the actions of one country do not negatively affect or undermine the efforts of their neighbors. Though the results of environmental and natural depletion may not be visible now, it will be a heavy burden for Cambodias next generations, who will have difficulty in ecological system. It illustrates that Cambodia is facing the risk of unsustainable development for its next generation. Immediate action is required to tackle hence the government and all other stakeholders must come up with strong policies and fast action to combat climate change. In short, Climate change is closely linked to human activities not only in wealthy industrialized countries people and their livelihoods but also other less developing countries. In particular Climate Change will impact the social and economic in small islands, and also affecting key sectors such as tourism and agriculture, and resulting in risky infrastructure due to Climate variability, including extreme events such as storms, floods and sustained droughts. Therefore the negative impacts of climate change could create a new group of refugees, who may migrate into new settlements to seek new living. Indeed, LDCs and SIDS have neither the financial resources nor the technical capacities to meet their adaptation needs due to climate change and global warming. Consequently, the international community needs to provide stronger financial and technical support to the LDCs and SIDS through the special funds under international frameworks. . In respond special effort needs to be done. Obviously, Cambodia is likely to experience the impacts of climate change and therefore must be prepared to adapt to the changes on the environment, especially in terms of droughts, floods, soil erosion and the loss of biodiversity. Consequently, they will need to adopt sustainable practices on agriculture by reducing the vulnerability of soil based agricultural production systems through the management of soil fertility, management of the cycle of soil more efficiently in grasslands and cropping systems. (Canon, Oct,2009). Moreover, there should be the participating of NGO network members and the government in order to increase their understanding on the issue and what everyone can do is to save water, against pollution, forest protection, wildlife or animals and environmental reservation, recycle, reuse the energy recreation that is a part of daily life. Therefore, in respond to address Climate Change, we should improved energy efficien cy and better use of alternative and renewable energy. We must encourage investment in clean development mechanisms and therefore, green economy must be considered at the top priority of the development agenda. Hence, all countries need to consider setting their own Green House Gaze in the limited target and promote sustainable management of natural resources. Moreover, the regions governments and people need to identify a way to sustainably develop their economies, alleviate poverty, and conserve the regions extraordinary species and ecosystems. The region should improve environmental management capacity and more effective conservation in order to adapt to and reduce the unavoidable climate change impacts (Canon, Oct,2009).

Argumentive Essay Essay

I believe that a child should complete a parent’s life. On the other hand I don’t believe that it is biblically right for homosexual couples to be able to adopt a child and raise that child. In the bible God created man and woman for a purpose. This purpose was to be able to reproduce the population and for one man to be in love and with one woman. I do not believe that in a homosexuality house hold that a child would be raised properly and normally like most children are able to be raised. I feel putting children in that environment is suggesting that homosexuality is okay and it truly isn’t when in terms of the bible. This sin was so important to God that he directly approached the subject in the bible saying it is a sin and that a man should be with a woman and a woman should be with a man. Being a huge supporter of the Christian faith because I am apart of that faith, I believe that being a homosexual is dishonorable and truly upsets God. On the other hand I am aware that not every heterosexual home in the world is a stable and a suitable home to raise a child in. In many homes in this world there are children that are beaten, raped, hungry, and also very poorly supported. In those terms and in those cases I do believe that it may be acceptable for a child that are in those conditions to be placed in a home where they will be loved and supported and be loved. I do also agree that a homosexual couple is very capable of loving and providing and taking care of a child. If the child is being beaten and unloved and raped and other extreme conditions I would be supportive and feel that it was okay for a child to be adopted into a homosexual home. I also feel that it is hard for the children that are being adopted to be able to accept what is going on and being able to know what is natural and taboo. Same-sex couples raising children must stand ready to prove to the world they are a family, just one that happens to have two mothers or two fathers. For example I would like to share this one homosexual couple’s tory. This constant burden of proof is especially difficult for families like the Muzingos, who live in a state that doesn’t allow them to establish legal ties to each other. Michelle Muzingo was in the delivery room when her wife, Katrina, gave birth to each of their three children, who are now 7, 4 and 1. She cut their umbilical cords and was the first to hold the children, who call her â€Å"mommy. † Yet because they live in Ohio, a state that does not allow gay couples to adopt, she is unable to make that title official. We are always scanning the circle around us to see what we need to put in place to protect ourselves,† said Katrina, 37. A report released earlier this week illustrates just how vulnerable these couples and their children are, both legally and financially. After all, 30 states do not have laws that allow same-sex parents to either adopt, while six states restrict them or impose outright bans. Even families who live in states that recognize their relationships can run into trouble if they travel or move. And if something were to happen to a parent who was unable to adopt or otherwise establish legal ties, the child might be denied certain federal benefits something that children of most heterosexual parents receive automatically. When having a child normally, with one man getting one woman that is married pregnant, it can be an extremely rocky road. Also I believe that not every home is perfect and there are many problems within each family. But I just think that too many complications can come from homosexual couples adopting a child.

The War Novel - Catch 22 - Free Essay Example

Sample details Pages: 2 Words: 626 Downloads: 7 Date added: 2019/08/16 Category Literature Essay Level High school Tags: Catch 22 Essay Did you like this example? War. On the homefront, everyone is a hero; society has made it custom to feel gratitude and admiration for the service that veterans sacrificed for ones country. Within the war, however, a mans identity is not masked by their service; these veterans, the heroes that we are conditioned to salute have true colors, colors that are truly revealed to their fellow men in uniform. Don’t waste time! Our writers will create an original "The War Novel Catch 22" essay for you Create order World War II was deadly. In a war where countries fought for the sake of their nations flag, Catch 22, by Joseph Heller, awakens the reader to the philosophy that the war wasnt for the purpose of a nation; it was a war in which every man was for himself. In his brilliant piece, Heller artfully draws upon allusions to the Bible to create depth and color to the fictional story. A key component to the success of Heller in Catch 22 is his use of allusion to biblical themes throughout the text. A radio-gunner in Yossarian, the protagonist and bombardier for the American forces plane, passes tragically while being raided by anti- American forces, and the men are rattled with sadness. Three days after the passing of the soldier, Snowden, Yossarian climbs a tree, stripped of clothing, and is accompanied by Milo, a character who some would say is the antagonist of the piece. The squadron chaplain, a young man whose faith in God is truly tested throughout the war, relates a vision he has at the funeral to his alleged deja vu problem, and Heller is successful in his parallel of the tree scene with that of the story of the Tree of Knowledge and the Garden of Eden. Heller writes as follows: The possibility that there really had been a naked man in the tree two men, actually, since the first had been joined shortly by a second man clad in a brown mustache and sinis ter dark garments from head to toe who bent forward ritualistically along the limb of the tree to offer the first man something to drink from a brown goblet- never crossed the chaplains mind. (Heller, 272). Rich with biblical references, it becomes apparent in this scene that the allusion being made is a parody of the temptation of Christ by Satan, and of the temptation endured by Adam and Eve in the Garden of Eden. Yossarian parallels a Christ- figure whereas Milo, who formerly bombed his own squadron, parallels Satan. Heller is also strategic in that the event takes place three days after Snowdens passing, which alludes to the Crucifixion of Jesus Christ and his resurrection from the dead three days following. Biblical echoes are quite prevalent throughout Joseph Hellers work in Catch 22, and can be attributed to giving the piece such pronounced depth. Heller creates Yossarian to be a man of sanity among chaos; his character parallels a Christ-like figure throughout the piece, beyond merely the scenario with Milo and the tree. Exemplifying this is the contrast made between Yossarians sanity among the army, to Christs sanity among a chaotic world. This theme is represented in the novel in that Heller writes, (Yossarian) thought he knew how Christ must have felt as he walked through the world, like a psychiatrist through a ward full of nuts, like a victim through a prison full of thieves (Heller, 414-415). The bombardier brings a hopeful light to his fellow soldiers, fighting against the catch 22 system and the power of bureaucracy in extending the men in the squadrons missions to an unreasonable quantity. Catch 22 is a war novel like no other; it strips the fabrication from war, and provides an awakening to bare combat through the eyes of a soldier. Heller is expert in telling a wartime novel, adeptly alluding to biblical concepts to enhance the unique American tale.

Critically Evaluate the Role of Leaders free essay sample

Critically evaluate the role of leaders and managers contributes to employee motivation and engagement within organisations Introduction As Anderson says (2010), organizational success not only requires project managers not only handle projects, but also lead employees. Managers and leaders must possess knowledge, skills, tools, and experiences therefore employees will to follow them. For organization, to gain and sustain employees can not only create value and high levels of performance, but also as the only vehicle through which an organizational goals are accomplished. More importantly, the best style of leaderships is more than one style; it depends on followers’ needs. As we know that management engages in the process of integrating work activities therefore people can complete work more efficient. According to Mullins (2005), management is a process with enables organizations to set and achieve objectives by planning organization amp; controlling their resources, including their resources, including gaining the commitment of their employee. The process of management involves sets of ongoing decisions and action in which managers engage as they plan, organize, lead and control. As Laurie (2005) says, management strives for high efficiency and high effectiveness. Management exists in different kinds of organization. Organization is more likely a tool used by people by coordinate their different actions to obtain something they desire to. In terms of Otara (2001), a good organization structure does not by itself produce good performance without leaders and mangers. Leaders and managers in organization need to know the main influences on behaviour in work organizations and the nature of the people. According to Otara (2011), managers and leaders in organization are entrusted with employees whom they must work with and through to realize organizational objectives. In organizations, perceptions of leaders, managers and employees shape the climate and effectiveness of the working environment. This paper firstly focus on the critical review the role of leadership and management in supporting employees’ motivation with relevant motivation theory, and then critical review how leaders and managers in achieving employee engagement today. The reason of leaders and mangers in motivating individuals In terms of the study of Robert (2001), a leader or a manager must first be motivated within in order to inspire others to action. A good leader and manager can motivate others can turn a difficult situation into a learning experience. In terms of motivating, Mullins (2005) has identified four common characteristics of motivation. First, motivation is typified as an individual phenomenon. This means that everyone is unique and all the major theories of motivation allow for this uniqueness to be demonstrated in one way or another. Second, motivation is usually as intentional, which means that motivation is assumed to be under the workers’ control and behaviours are influenced by motivation. Third, motivation is multifaceted and the fourth is that motivational theory is to predict behaviour. Motivation concerns action, and the internal and external forces which influence a person’s choice of action. Leadership in supporting individual motivation Leader is the people telling people do the right things and manager is the people who telling people do the things right. Mathis (2007) emphasizes that effective leaders build bridges, which means that a good leader not only connect past but also present future to employees. A good leader is always keeping employee performing at high levels in their work. Moreover, there are two important styles of leadership: transactional and transformational. Transformational is about leaders raise individual’s motivation, while transaction focuses on exchange between leaders and individuals.. Both of Caldwell, Truong, and Tuan (2011) have suggested that transformational leadership require leaders keep a commitment to motivate individuals to achieve excellence. In terms of Mathisen, Einarsen, and Mykletun (2010), leaders are treated as role models, who always requiring followers inspired by them. In this sense, leaders directly influence individual motivation through their behaviour, personality, encourage and discourage. Leaders can also indirectly influence individual motivation through building a favourable work climate. Management in motivating individuals According to Hindle (2008) emphasizes Fayol’s management theory includes planning, organizing, commanding, coordinating, and controlling. This approach differs from others since from the bottom up. Fayol starts with the most elemental units of activity, worker’s actions, and then to study the effects of their actions on productivity, discover new methods to make employees more efficient, and applied what he learns at lower levels to the hierarchy. Fayol also looked for management principles which could be applied to wider organizations. In terms of motivation, this paper focuses on Maslow’s hierarchy of needs model and Herzberg’s two-factor theory with relevance examples. In terms of Maslow’s theory, employee always wants more. This hierarchy of needs include five in total, which are physiological, safety, love, esteem, and self-actualization. Physiological comes from human nature. Safety likes working safety and security. Love refers to receive and give love. Esteem includes self-respect and esteem of others. Self-actualization needs are about development of person’s full potential. All these five needs display in a pyramid structure. After lower needs been achieved, leaders and managers need to transfer to focus on higher ones. Moreover, Maslow indicates that the hierarchy is not necessarily a fixed order and it relatively universal among different cultures. So there still exist some difficulties to relate this theory to real word. In terms of manager and leaders, they not only need to understand employees’ life during work, but also need an overview understanding of employees’ family and social life. Even so, different individual means that people may place different values on the same need, for example, motivation factors may not the same for people at the same level of needs. In terms of Herzberg’s two-factor theory, the hygiene factors are factors which causing working dissatisfaction. Hygiene factors connect to job environment. Dealing with hygiene factors is aiming to avoid dissatisfaction in work. Motivating factors relate to works. Hygiene factors associated with low needs of Maslow’s theory and motivators factors associated with high level of Maslow’s theory. For leaders and managers, they need give attention to the motivators or hygiene factors. Moreover, this theory suggests that if leaders and managers are ready to provide positive motivation, they need to pay attention to both of these two factors instead of one only. The requirements in leaders and managers in engaging employees In general, there are four phases in process of engagement. First, satisfaction with the job, employee who overall enjoys the job, satisfied with the terms and conditions. Second, employees energetic with jobs and strive to achieve personal goals more than team ones. Third, employees usually work well in teams. Final, employees contribute defending the organization. According to Yukl (2008), leadership is about setting a new direction for a group, while management is about directing and controlling according to established principles. In terms leaders and mangers, Otara (2011) has emphases that in general, leaders and managers are possessing three major skills within organizations, these four skills include vision, interpersonal skills, perception skills and technical skills. Moreover, Simanskene and Trarasevicius (2010) emphasize that without these four skills from employers, employees are likely to be low productivity in the whole engagement. Therefore if leaders and managers access to achieve engagement, it is necessary for them to possess all of these four skills. Non-core role engagement as a new solution Study of Trahant (2007) has argued employee engagement tends to be a leading indicator in working performance, especially in public sectors. The more engaged employee, the more effective the organization will be. However, the study of Welbourne (2007) has shown only 14 per cent to 30 per cent of employees are engaged at work today. In terms of leaders and manages in achieving employee engagement, many people may think that engagement means long-term commitment, marriage, and family. In 1980s, Japanese employers expected loyalty therefore offered lifetime employment to employees. But now, globalization has changed workforce and skilled employees are not willing overtime and extra effort. This leads to productivity decrease. In terms of Woodruffe (2006), many leaders and managers are outdated and simply thinking that employees would give good work performances just since company hires them. Actually, there are some non-financial factors which determine employees’ working place besides money factor. As Welbourne (2007) states, role-based performance model is a new option to provide employee engagement in the respect of behaviours. This model helps leaders and managers to identify types of behaviours needed from employees and the result of employee’s engagement in non-core job role would be new ideas today. The process of leaders and mangers in achieving engagement According to Welbourne (2007), in today’s employment market, employers concern on where they work since they may go somewhere else if they do not feel being developed. Therefore leaders and managers need to understand training and development to their employees, especially to talented employees. As mention before, in order to promote good environment in core and non-core roles, these following things are necessary for leaders and managers to do. First, leaders and managers need to be engaged first, this requires they need familiar with core and non-core roles. Second, leaders and managers need to how role of core and non-core roles help to support the organization’s strategy and plan, therefore can give correct and effective orders. Moreover, leaders and managers need to remove barriers to employee’s working between core and non-core roles. According to the role-based model, leadership education is necessary for employers to create an environment that core and non-core roles are treated as the same. Moreover, to engage employees in the right roles at the right time, leaders and managers can conduct assessments to understand the determinants of engagement. Oppositely, disengaged employees can costs as much as billions. Conclusion Towards to the leadership and management in motivating individuals within organization, transactional and transformational leadership styles are essential for leaders. In terms of managers, Maslow’s hierarchy of needs model, leaders and managers need to motivate their employees from physiological needs, safety needs, love needs, esteem needs, and self-actualization needs. In terms of Herzberg’s two-factor theories, leaders and managers need to motivate their employees from hygiene and motivating factors. General speaking, the hygiene factors equal to lower Maslow’s theory and motion factors equal to higher Maslow’s theory. Towards to the leaders and managers in contributing employee engagement, it has been argued that leaders and managers themselves are required to posse’s vision skills, interpersonal skills, and technical skills, and perception skills. After that, the role-based performance model provides useful ideas that employee’s engagement in non-core job role would be new ideas today. Leaders and managers not only need to close the gap between core and non-core job roles, but also need to conduct from a transformative leadership angle to achieve employee engagement and act as model roles. Engaging talented people needs to be a top organizational priority because they likely to find another organization if not feel satisfaction and sense of self-worth. More importantly, it is worth for leaders and mangers to distinguish the differences between engaging employees through helping them and simply want to give their best for the jobs.
